Upon arrival, fly to the Primeape respawn northeast of the Pokémon Center.
Go down from the Pokémon Center to the beach and go left to the shore. Use a Pokémon with Fly or Surf ability to go to the location indicated in the following images:

To access the entrance just go down the fly floors, intentionally entering the waterfall below. Be careful of the Primeape when doing this, as they will be able to attack you.

To start the chest search, head to Tangelo Island as in the following image:
